ATLAS FIELD NOTES

Washington is a fractured city.

This atlas implements the accepted 22-district Fractured City framework. Claims are dominant assertions, not complete occupation. Unmapped gaps are unassigned, not safe.

Chronicle versus historical canon

All 2026 claims, ratings, district prose and hooks are new chronicle material. Public overlays show leads and rumors, not confirmed operational intelligence. They are not historical canon or real-world risk assessments.

DC by Night and Beckett’s Jyhad Diary are historical setting references. This atlas does not assign unverified page citations or present its 2026 balance of power as published canon.

Geographic honesty

Territories use actual WGS84 polygons from DC planning clusters and Census place boundaries. Every district is a custom chronicle grouping. Some contain explicit cuts or separated areas; each dossier records its method and source units.

DC planning clusters are planning units, not official neighborhood borders. Arlington corridors, Old Town, the Monument Core, Kalorama and the H Street division use approximate custom cuts. They are not official, military or park jurisdiction boundaries.

Two audiences

Vitel’s network is available only in the protected Storyteller atlas. Private intelligence is fetched after server authorization and is never part of player data. Other public layers deliberately describe general pressures without secret operational sites.
